In a short circuit the ‘’hot’’ has become grounded for some reason. Often times when driving a nail or screw into a wall it has been driven thru the romex. What the nail or screw can do is drive thru the soft plastic sheath of the romex and thru the plastic jacket of the hot wire.
This tearing of the plastic jacket that protects the wire allows contact between the hot wire and the ground or neutral. This condition can be described as a short circuit.
